Washington, D.C. psychologist Carol Bennell and her colleague Dr. Ben Driscoll are the only two people on Earth who are aware of an epidemic running rampant through the city. When Environmental Protection Agency inspector Steve Malone travels to a remote military base in order to check for toxic materials, he brings his family along for the ride. When people at the base begin acting strangely, Marti becomes convinced that they are slowly being replaced by plant-like aliens.

The Crisis Empire devise a plan to defeat Kotaro Minami by reverting him back to his old form of Kamen Rider Black and sending out several revived monsters after him. However, Kamen Rider Black is assisted by another RX, who used a time warp to help his past self. Though Kouta succeeds with his Lockseed transformed into a Fresh Orange Lockseed, Kaito is disillusioned and decides to go Hellheim Forest. Found by Kamen Riders Zangetsu and Ryugen, who respectively equip the Mango and Pine Lockseeds, Kaito becomes Kamen Rider Baron Kiwi Arms to call out Kouta as he transforms into the shiny Kamen Rider Gaim Fresh Orange Arms.
