The Go-Busters must protect the Tokyo Enetower from the evil Vaglass organization. However Enter's new creation Steamloid causes the Buddy Roids to rust, making them unable to fight or be used in the Buster Machines.

A nuclear explosion in the far north unleashes Gamera, the legendary flying turtle, from his sleep under the ice.
